Change is afoot in Datong, China – an ancient capital considered one of the world's ugliest cities after decades of rampant coal mining. Controversial Communist mayor Geng Yanbo wants to recreate Datong's glorious past, but in his way are thousands of buildings that will need to be demolished. The film gives a rare look through the eyes of a government official during an era of great change in China.
